The police have a wide range of tasks. They investigate crimes and are responsible for general hazard prevention, they document traffic accidents and check suspicious persons, they accompany demonstrations or soccer matches. The police have a monopoly on the use of force, are the first point of contact for citizens and are regarded as "friends and helpers". Society's great trust in the police is the basis for the police to carry out their duties. However, not everyone has the same positive image of the police. Some find it too inconsistent when it comes to upholding the law, others even think that the police have a structural problem with racism or discrimination; and still others experience the police as politically instrumentalized, which is accompanied by a loss of trust in the police in view of the crisis of confidence in politics.
In his lecture at the TU Ilmenau Bürgercampus, Senior Police Director Jürgen Loyen outlines the conflicting expectations of the police using various examples. After moving from the police force in North Rhine-Westphalia in 1992, Jürgen Loyen began his police service in Thuringia in what was then the Arnstadt police station, which he took over in 1995. This was followed by positions as head of the Gotha, Suhl and Erfurt police authorities, as head of the Operations Department at the Thuringian Ministry of the Interior and currently as head of the police training facilities.
